Curtis McClung Award of Excellence
This award would annually honor achievements in one or more (or combination) of the following criteria:
  • Innovative training program(s) that impacts upon a department's mission, goals and objectives
  • Innovative program(s) with widespread implications on community/department and the law enforcement profession
  • Program(s) that most effectively utilized or deployed resources to accomplish a stated goal
  • Program(s) that impacts quality of life issues of the community
  • Program(s) that impacts professionalism in law enforcement
  • Program(s) that promotes community and media relations
  • Program(s) which enhances the spirit of cooperation among agencies of multiple jurisdictions
  • Program(s) or techniques that addressed an operational challenge; i.e. natural disaster, unique crime problem, etc.
This award would be open to competition by all police agencies in which the head of the agency is a member in good standing of the GACP at the time of the award presentation. Agencies both large and small would have an equal chance of winning based on the proposed criteria. To be nominated, an agency must complete an application form and submit a narrative (with optional supporting documentation) describing the project(s), processes and/or programs, how the program(s) met the above declared criteria, and the overall success/impact of the initiative, and originality. A special award panel of active GACP members appointed by the current President would review entries. The panel would consist of no more than ten members and would represent all aspects of active membership (large, medium and small agencies, campus agencies, professional trainer, etc). The panel would make recommendations to the Executive Board on an award winner and define the justification and rationale of the recommendations. The Executive Board would make the final determination of the single award winner. (Based on the number of applicants, the panel could recommend special recognition of a certain number of applicant; i.e., 10 finalists)Applications must be made and/or approved by the Head of the Agency (application form signed by a member in good standing of GACP at the time of the application). When an agency head wins the award, it is not eligible to compete again for three (3) years.Advantages:
  • Overhaul, modernize and rejuvenate existing awards that have caused confusion and disconcertion among members of the Association
  • Expand existing awards from the single focus of training, to incorporating training as well as innovation, creativity, effectiveness, professionalism, police/community relationships, and quality of life.
  • Enhances a “level playing field” among criteria for agencies of all designs, all descriptions and all sizes.
  • By naming the award after Dr. Curtis McClung, the GACP perpetually pays tribute to the man who is, primarily, responsible for the success, the professionalism and the reputation that the Association enjoys today. As we enter a new millennium of growth, progress and evolution, it would be fitting to honor a premier protagonist who brought us into the modern era.
Exclude current Executive Board members and if a member of the review committee is nominated, that member should be replaced on the review panel.There is one award, however, both the Chief and the agency will receive a memento of the award.
